Employee Transition update - Assiniboine Park Conservancy (APC)

The Joint Union/City/Conservancy Management Committee finalized the Employee Transition Agreement (ETA) which outlines the conditions and terms of the transfer of employees of the Community Services Department to the Assiniboine Park Conservancy planned for October 1. A separate process for the transfer of staff and operations from the Parks and Open Space Division planned for January 1, 2012, will occur in 2011.

In late July, employees working at the Assiniboine Park Conservatory and Zoo were provided a letter of offer asking them to identify whether they wish to remain with the City or transfer to the Assiniboine Park Conservancy. The results of this process indicate that a majority of members have elected to transfer to the Assiniboine Park Conservancy.

In the coming months, the Joint Union/City/Conservancy Management Committee will continue to meet to discuss the next steps in the process leading up to the October 1, 2010 transfer date. Staff meetings will also be scheduled during this time.

The Local will also be scheduling meetings with the membership to discuss upcoming contract negotiations with the Assiniboine Park Conservancy in the early fall.

Transition of employees to Assiniboine Park Conservancy (APC)

A Joint Union/City/Conservancy Management Committee has been meeting to work on the processes, questions and agreements for the transfer of employees of the Community Services Department to the Assiniboine Park Conservancy planned for October 1. A separate process for the transfer of staff and operations from the Parks and Open Space Division planned for January 1, 2012, will occur in 2011.

To date, a number of workplace bulletin updates have been sent out and employee information sessions held. Three more employee information sessions are scheduled for July and a Joint Committee meeting will follow to finalize the Transition Agreement.

The Union wants to assure our members that Local 500 has successor rights and the Collective Agreement, and its terms and conditions, will transfer to APC and remain in place until such time as it is renegotiated.

Greetings:

On May 5th, the City and the Union met to begin preliminary discussions about the transition process to the new Assiniboine Park Conservancy.

As with every negotiation process, there are many details to discuss before an agreement can be reached. To date, the City and the Union are working on a Transition Agreement but it has not yet been finalized.

In order to keep you more informed, the City will be inviting all Assiniboine Park staff to a joint workplace meeting to be held within the next couple of weeks. It is important for as many staff as possible to attend this meeting.

The next follow-up meeting with the Conservancy is scheduled for May 25th. The Local’s Assiniboine Park Committee members will be in attendance at this meeting.

Re: Transition to Assiniboine Park Conservancy

As you are aware, over the past few years, the City of Winnipeg has been working towards a new governance model for the management and operation of Assiniboine Park.

On March 25th all employees working at Assiniboine Park were sent a memo from the City regarding target dates for the transfer of operations and staff to the new Conservancy.

Since the release of this memo, we have heard from many of our members who have concerns and questions regarding this transition.

Please be advised that there has been no formal transition agreement negotiated and these dates are only target dates – no staff moves will take effect until a formal transition agreement has been negotiated. The Union and the City will be meeting shortly to discuss this process in more detail. Our main task will be to agree to a Transition Agreement that meets the needs of our members and protects your rights and your Collective Agreement rights and benefits.

CUPE Local 500 will continue to communicate any additional information to you via bulletin and through workplace meetings. Please watch your bulletin boards for more updates.
